That shrinks the target from a room to a couple of feet. Only then is the choice made between opening the floor and rerouting the line through accessible space overhead. Rerouting often wins on a finished lower level, and it wins outright when the same line has failed before. Any repair gets pressure tested before the concrete goes back.
