What a pro does

Sump work in eastern South Dakota is really about two seasons. Spring melt is the big one. A winter's worth of snow comes off frozen ground that can't absorb any of it, so the water runs sideways to the lowest thing available, which is often somebody's foundation drain. The second season is deep winter, when the failure mode isn't the pump at all. That's a design question rather than a maintenance one, and it usually comes down to slope, pipe diameter, and where the outlet sits relative to drifting snow. A plumber can look at whether the existing run drains itself between cycles or holds water that freezes.
Sometimes, yes. Groundwater doesn't stop moving because the surface is frozen, and a warm spell in February can put real water into a pit. Constant running in deep cold is worth checking, though, since it can mean the discharge is blocked and nothing's actually leaving.
For a finished lower level it's a reasonable thing to consider, particularly because ice storms and spring thunderstorms take out power at exactly the times a pit fills fastest.
